State and local government workers are excluded from Federal coverage under the Occupational Safety and Health Act of 1970 (the "OSH Act"). However, states operating their own state workplace safety and health programs under plans approved by the U.S. Department of Labor cover most private sector workers and are also required to extend their coverage to public sector (state and local government) workers in the state. Section 2 (11) of the OSH Act encourages states to develop and operate their own state OSH programs.

Caution - The Surgeon General has determined that constant blogging is an addiction that can cause a sedentary life style.

Who ever is in charge of safety here, stinks.

This is an accident waiting to happen.

Why do state and federal govts and employees not have to follow the same requirements private business must follow and pay for every day.

Is OSHA good intentions? Or is it something else to insure revenue flow into the government? What's in it for business to train employees and then put them at risk of an accident? Do we need government oversight to make certain that businesses don't increase their insurance costs? ;-)

It's a government jobs program and it generates revenue through fines. No one can prove that OSHA improves the safety of workers.

But both workers definitely look apprehensive and reaching with no body harness nor tied off.

If one guy slips and the second grabs him, both will fall due to weight and momentum.

This type of install would not be approved in any private business, why is it allowed by government?

I bet somewhere in the County there is a Bucket Truck that will reach up there!

If really they wanted a good look at the Iconic Clock they need to do it from the inside. If you ever get the chance to go up and see the Clock from the inside, take it.....truly a mechanical wonder. I got a chance years ago while doing some repair work on the courthouse.
